Medication Documentation Requirements


If you are eligible for drug testing, either in-competition or as part of an RTP, you are required to have certain forms and supporting documentation on file if you are taking certain medications and/or substances.

Once you have determined the status of your medication(s) and/or other product(s) using the GlobalDRO.com, you will know if a Therapeutic Use Exemption (TUE) and/or Declaration of Use is required.

The following guidelines are provided to help you make sure you have the correct documentation required for your situation:

My medication/product is listed as "Not Prohibited"

Anyone can use a "Not Prohibited" medication without completing any paperwork, but you should keep a record of using it in your skate bag. This is because when you are drug tested, you will be asked to provide a list of ALL medications and supplements you take as part of the Doping Control Official Record (DCOR). (As of 2/15/08)

My medication/product is listed as "Not Permitted"

If you do not have a medically diagnosed condition that requires you to use a prohibited medication or product, you cannot take it. If you do, you will test positive - end of story. (As of 2/15/08)

If you are an RTP skater or a skater competing in ISU/international events, and you have been diagnosed with a medical condition that requires you to use a prohibited medication or product, you must obtain an approval certificate PRIOR to using the prohibited product. The only way to obtain an approval certificate is by filing a complete TUE application with USADA at least 21 days in advance of first use. See notes below regarding Emergency TUEs. (As of 1/1/2009)

If you are a non-RTP skater or a skater not competing in ISU/international events, and you have been diagnosed with a medical condition that requires you to use a prohibited medication or product, you are only required to file an advance TUE application if substance is prohibited at all times (ex. anabolic agents, hormones, hormone modulators and prohibited methods). However, you must "declare" all other prohibited and "declaration" medications using the Declaration of Use Form AND maintain detailed records and diagnostic test results at your treating physician's office for future "moment's notice" filing. If you are drug tested, you must also declare all medications and products on the DCOR (Doping Control Official Record) at the time of testing AND file a TUE application, including all supporting documentation, immediately (no more than 14 days) following the test. Emergency TUE applications are processed for true emergency situations ONLY (i.e. emergency room visits, emergency medical treatment at competition). All inappropriately used Emergency TUE applications will be denied! In the case of emergency, undergo all appropriate care by the providers and submit an Emergency TUE form as soon as possible after treatment. Medical documentation for all treatment, medications and substances used must accompany the application.

My medication/product is listed as "Requires Declaration"

To use a "declaration" medication or product, you must complete a Declaration of Use via your online USADA account or the Declaration of Use form. In addition, you must declare anything in this classification on your DCOR at the time of drug testing.
