Treasurer

"Section 1 Supervision of Finances and Budget. The treasurer shall serve as chair of the Finance Committee and shall have general control and supervision of the finances of USFS, including the examination of the books, accounts and records of all officers, committees and persons who handle any of the financial affairs of USFS. The treasurer shall cause to be prepared an annual itemized budget for submission to each annual meeting of the GC and shall supervise and regulate the carrying out of such budget as adopted by the GC.

Section 2 Books Account. The treasurer shall cause to be kept full and correct accounts of the receipts and expenditures and of the property of USFS in books belonging to USFS and shall cause to be deposited all monies received in the name and to the credit of USFS in such depositories as the treasurer or the BOD may designate from time to time.

Section 3 Disbursements, Investments. The treasurer shall disburse or cause to be disbursed the funds of USFS and, with the approval of the BOD, shall have authority to invest and reinvest funds and to sell, exchange, assign and transfer securities and other investment assets belonging to USFS.

Section 4 Reports. The treasurer shall render to the president, the GC and the BOD, whenever requested by any of them, an account of all the transactions as treasurer and shall present of full financial report each year to the annual meeting of the GC."

Duties and Responsibilities
  • Voting member of the BOD
  • As described above the Treasurer is responsible for supervising the development of the budget and supervising the finances of USFS.
  • Supervise the annual audit to be performed by a reputable auditing firm
  • Provides a monthly report of all financial transactions
  • Support the transition to a successor when term is completed
Other Activities
  • Works closely with the Executive Director and the Chief Financial Officer to develop the operating budget for headquarters on an annual basis
  • Provides guidance to the Group Coordinators and Committee chairs on the development of the annual budgets.
  • Works with the BOD to finalize the annual budget and distribute spending guidelines to the Group Coordinators and Committee Chairs
Reports to:
  • The President, the Board of Directors and the Governing Council

Qualifications

Highly Recommended:
  • Experience in a corporate financial or accounting position for at least 3-5 years (e.g. Treasurer, Controller, financial accountant or similar)
  • Must have served at least 1 year on the Finance Committee
  • Served as a delegate or attended USFS Governing Council for a minimum of 3 years
  • Demonstrated leadership skills and substantial experience within the skating community
  • Excellent communications (oral and written) skills
  • Excellent negotiation skills
Recommended:
  • Graduate degree in Finance, Accounting or similar experience
  • Financial consulting experience
  • Served 2 years or longer on the Finance Committee
  • Demonstrated experience managing a complex organization (or financial function within a large organization) including budgeting and personnel
Estimated Time Commitment: No less than 20-30 hours per month, although highly dependent on time of the year (e.g. budget development or preparation of the GC financial report will require significant additional time).
